This coin features the words "Commerce, Industry" and on the obverse. The reverse has the words "Chamber of Commerce of France" around the rim and "Good for 50 centimes" in the center. A fellow collector provided me with more information on the design:
"The French Chambers of Commerce coins issued during the 1920s feature on their obverse a seated image of the god Mercury in his role as god of commerce - he is recognisable by his winged helmet and the caduceus in his right hand. His left arm rests on a rudder (another symbol of trade), while at his feet is a cornucopia - a symbol of plenty. This design was originally produced by the engraver Joseph-François Domard (1792-1858) for a jeton de prèsence for the Banque de Toulouse from 1842 to 1845."
I think I bought this one in a bargain bin at a Seattle coin shop.
